Letter to the Militia, 1786 November 30.

Letter from the Governor of the Commonwealth of Massachusetts to the state's Militia praising their skillful handling of insurrections and giving the soldiers the right to elect most of their officers. He asks for discipline in training and reminds the Major Generals to report on all activity of the Militia in aiding civil authority and to be ready in the event of foreign invasion. He presents James Swan as Deputy Adjutant General.
